Stalin's plan for Russia was to build a strong, industrialized, centrally planned economy and a powerful military to defend the Soviet Union. He implemented a series of Five-Year Plans to rapidly industrialize the Soviet Union and collectivize agriculture. He also pursued a policy of state repression and terror against political opponents, ethnic minorities, and other perceived enemies of the state.
