This is an excellent question indeed when you look at it from a very frankly logical kind of view. A fly can definitely WALK when it has no wings!

The fly could walk without its wings because it can. The fly cannot just fly every time because it will get tired in the end. And that is the reason why it is given legs to walk. These legs are used to stabilize its footing every time it lands on something such as walk along the ceiling. It has these little tiny hairs that serves as an anchor for leverage. So if its wings were to disappear, it can still walk but could not fly.
