I believe the correct answer is A) the verb tenses shift. Because in the first segment of the sentence, brings is used in present simple tense, whereas in the second one, waited is used in past simple tense, so the tenses aren't consistent.
However, the whole sentence is wrong and doesn't make sense. It should be: While my dad was bringing the car around, I waited/was waiting with the grocery cart.
