For me, I use proportion to solve this kind of problems.
Not that 1 inch = 100 miles; set up your proportion:

1 inch = 100 miles
------------- -----------
4.7 inches = x miles

*Cross, multiple and divide: 4.7 x 100 / 1 which equals 470 miles.

The actual distance between the two cities is 470 miles.
