The best meaning of malediction in this sentence is A. curse.

In the short story, Mother Shipton curses the town for the hardships that she is being undergoing since she became an exiled. She hurls the curse seeing that people in Poker Flat is warm and cozy while they, the outcasts, are dealing with cold and are running out of provisions.
