In the US, ideas about neutrality change greatly during the period from the end of World War I to the passage of the Lend-Lease Act, since after WWI Americans were very isolationist, whereas by the time of the Lend-Lease Act it was becoming clearer that more and more Americans were seeing a need to get involved in the conflict in Europe.
