Because it is based on certain truths.And relies on philosophical and political ideas of the Enlightenment period of the 18th-century in Europe

The Declaration of Independence outlines a political philosophy because it comprises a response against the oppression suffered under the British Crown, expresing the outlines of a just government for the American colonies. Also, these ideas of human freedom to legitimize the Declaration, stem from liberal ideas and humanism developed by French philosophers during the Illustration - i.e. Rousseau's social contract. Another influence was John Locke, who wrote about political liberalism.
