Is the arctic circle north or south of the equator

The Arctic is an ocean in the northern Hemisphere, including the North Pole. The Arctic Circe shares the name with the Arctic and it is also in the north, around the northern hemisphere. So the answer is north of the equator, as the Northern hemisphere is defined as north of equator.
