The correct answer is a command economy.

A command economy is one in which a central government does all of the economic planning for a country. This means that the government will dictate would goods businesses make and how these goods will be distributed to the citizens of their country. This command economy was part of the communist system established in the Soviet Union during the early part of the 20th century. The Soviet Union would work to expand this system to other countries through the 1950's and 1960's.

The former Soviet Union had what is referred to as a "command economy", since the government was in charge of determining the extend to which products and services were produced.
