What was Hamilton's plan for paying the nation's debts and restoring credit on a sound basis? To which social, economic, and political groups would this have appealed?

Hamilton's plan for paying the nation's debts and restoring credit on a sound basis was to get the individual states to pay their fair share of the debt. Of course many of the states were hesitant to do this. This appealed mostly to the poor and landless because they would have had to have given the least up.
