Yes definitely true The responsibility of the shops or companies, whether small or biggest , But do not forget that the buyer or the customer and the consumer is the most important element in the business process and must contribute to protect himself from fraud that may be practiced by a vendor, for example , Or impersonating a representative of a brand

Yes, it is technically true that it is not a consumer’s responsibility to report fraudulent activity, in that if a consumer sees something and doesn't report it they won't be arrested. It is still encouraged, however.
