The answer is B.  You create an outline to summarize the ideas you wish to express while writing.  They can be as long or as short as you'd like, and they are very often adjusted.  People other than you will generally not read your outlines.  However, the purpose of outlines is to serve as a working guide, meaning B is the best answer.
