it is C, because you are referring to the items in the makeup bag, where A is giving you instructions, so there is no need for :.

The answer is C.
Due to the fact that the apostrophy in sister's needs to be there. Since the makeup bag belongs to the sister. (its showing ownership)
And the : (the dots so to speak) need to be there because it shows what the bag contains. Along with the commas, its showing a list, therefore when one is trying to list something, you continue the list by useing the commas.
