Why was the Union strategy for victory called the Anaconda Plan?

The Anaconda Plan was a strategy created by Union General Winfield Scott in 1861, ( early in the Civil War. Like an Anaconda, a giant black snake, it was used for the tough name of defeating the Southern Confederacy. It was never OFFICIALLY adopted by the Union government. =]
