The correct answer is the last one: Ramses II ordered the building of the Abu Simbel complex.

He did built a new capital, but it was not Cairo, but Pi-Ramesses.

The option that is an accurate statement about Ramses II, is D. He built enormous monuments at Abu Simbel. He was also known as Ramesses the Great, and Ozymandias in Greek sources. The early part of his reign was building cities, temples and enormous monuments at Abu Simbel. He also established the new capital at Pi-Ramesses.
