"C" is the correct answer. Infinitive phrases include the "to" form of a verb and any modifiers that might be included with it. The other three examples listed are all forms of prepositional phrases. While "A" might look like an infinitive phrase because of the word "to," there is no verb behind it to signify an infinitive form.
