The correct answer is the number of valence electrons. Valence electrons are the electrons in the outermost orbit of an atom. The number of valence electrons determines the chemical properties of an atom, for example how the atom will react in a chemical reaction. In each group (or column) of atoms, each atom will have the same number of valence electrons, and will thus have similar chemical properties.
