7x + 1 is composed by + 7x and + 1
1 + 7x is composed by + 1 and + 7x
So
7x + 1 = 1 + 7x

Yes, it is an equivalent expression because even though you move two pieces of an equation it will still equal the same thing, unless there are parentheses involved.
