Depends on the numbers. If you have 2/2, obviously you can switch the numbers and the answer would stay the same. But if you have 2/1, you can't rearrange the numbers because you'll get a different answer.

No it is not possible example;
50 divided by 100 = 1/2 but,
100 divided by 50 = 2 :)
