1 hour=60 minutes
So 15 minutes=1/4 of a hour
Multiply 4 by 1/5=4/5 of the bag
The unit rate is that in 1 hour, 4/5 of the bag is used

15*4=1 hour
1/5*4=4/5 or 80% of the total bag
you are laying 4/5 of a bag in 1 hour given the rate is constant
