The answer is the second one, B. As the books were worth $3 each, and b stands for the number of books the woman bought, multiplying them would equal how much she spent. As $26 is said to be worth more than this, 26 is greater than 3b.

The women spent "less than $26" => thats equivalent to < 26
and $3 each, 3b, b is the amount of books, 3 is the price per book.
