Oxygen reacts with Hydrogen in outerspace to create H20. On Earth, however MOST water came from comets when the planet was being formed. Some water that is created on Earth in this present moment however is the combustion of fuels and by the chemical process in an animals body. Water came to this Earth roughly 4.6 Billion years ago, when the inner solar system was still forming.
