In order for triangles to be congruent they must have same lenghts (which in this case is true) but also they must have same corresponding angles which in this case isnt mentioned which means their angles don't have to be the same.

You can rotate 2 triangles, shift them up or down left or right if they have same sides and angles they are congruent.
