step 1
get your expression into a standard from that is easy to graph

y=mx+b

to get

3x+2y=-8

into this form first minus three x from both sides
after this divide both sides by two

hopefully you got

\downarrow \\ \\y={-3 \over 2}x-4

step 2 would be to plot the intercepts
the y-intercept is when x=0
plug x=0 into your equation
this will give you a value for y
the intercept will be at the point (0,b)

the x-intercept is when y=0
plug this into your equation and find the x-intercept
(-b/m,0)
plot this point

now get a ruler and make sure the two points are on the line,
continue the line across the graph
label things,
you are done
