I believe the answer is: He will only approve laws that are in his and Great Britain’s best interest.

He include this perspective in almost all of his writings, and used it to gained support among colonists to join the revolutionary army. He specified how the law made by the Great Britain impose an overly high tax payment for the colonists which contribute to the poverty among the colonists.
