For structure.- There would be two shells, K & L , and there would be one electron in valence shell.

For charge.- proton-electron = 3-3 = 0. so, there is no charge

Mass.- proton + neutron = 3+4 = 7

As,
Protons = identity of element
Protons + Neutrons = Atomic mass
# of Protons - # of electrons = charge
Protons + Neutrons = 4+3 = 7
# of Protons - # of electrons = 3-3 = 0 means it is in stable state.

Protons = 3
Atomic mass = 7
charge = 0
