No. This clause asserts and establishes the Constitution, the federal laws
No, they could not. The supremacy clause establishes the Constitution and the laws made in pursuance of the Constitution and the treaties made by the United States with the foreign nations; the name of this would be called "the Supreme Law of the Land".
