Hello!

3/8 in its lowest terms for fractions would be simply just dividing both 3 and 8 by a number that can go into both: 3 maybe?
Lets try it: 3 / 3 = 1
8 / 3 = 2.6
So it cannot be 3.
It cannot be two either, so this IS in its lowest terms.
Hope I helped!!!
