You can always find a percent by setting up a fraction
and then doing the division.
To set up the fraction, the top number is some percent of the bottom number.
If 400 is some percent of 30, then the fraction is
400 / 30 .
Do the division: 400/30 = 13.333...
To turn a number into a percent, move
the decimal point two places that way ===> .
13.333... = 1,333.333 %
400 is (1,333 and 1/3) percent of 30 .
