Well first off, the Constitution and Declaration of independence were written in different time intervals. The Constitution was written in 1787 while the Declaration of Independence was written in 1776.
Second, the Declaration of Independence was written to justify seperation from British rule in the 13 colonies but the Constitution was made to put the power in the hands of the people not the government.
