The correct answer is A: ten percent of a state’s voters take a loyalty oath to the Union.

This was a plan proposed by Abraham Lincoln in 1863. It also included the promise to protect the property (but not slaves) of the Southerners. With the plan the president wanted to find a peace agreement and end the war.
