explain how the idea of popular sovereignty relieved some of the tension created by the debate over slavery in the territories?

Since many states couldn't choose whether or not they would be slave states or not, since it was all chosen by politicians, popular sovereignty enabled them to vote whether or not they wanted slavery in their state. If the majority disliked it then there wouldn't be slavery, and vice versa. Those who wanted slaves couldn't be told that they can't have them if they chose to have them.
