the phrase that's punctuated correctly would be "Raul's new car, the color of a ripe tomato, sat in the driveway." "the color of a ripe tomato" is separated by commas because it is a nonessential part of the sentence. the sentence would still be complete if that part were taken out.

rual's new car, the color of a ripe tomato, sat in the driveway. is correct because you need commas around the apositive it wont make sense any other way
