if ethnic russians in kazakhstan were to agitate for a part of the country to secede based on concentrations of ethnic russians, where would the secessionist movement be concentrated?

The strength of a secessionist movement and the heterogeneity of its region are inversely related. Since most secessionist regions are ethnically heterogeneous, most movements end up divided. Because most of them don't go on well together. Hope this helps.
