How would you describe Hughes’ tone? Which rhetorical devices does he use to convey this tone to his reader?

Rhetoric is language that is intended to have a convincing or inspiring effect on people, but is often lack a earnestness or expressive content. Classically something rhetoric has figures of speech or other composition techniques. I think one of the techniques used in this passage is when he said he hears sees and feels Harlem, when he means he comprehends. I feel this has a solemn tone of writing
