The Initial draft of the Declaration of indepnecned was made with the intention to give each state with the autonomy equal to a small country while being United under a same central government.

But, this create several problems several years after USA actually gained the independence.

The power to declare war created a huge opportunities for states to engaged in an all out battle with one another in case they're having conflicts/disagreement. Which is why this power was taken away after the creation of constitution and given to the central government instead.
