The answer would be:
C. England
Since England became more democratic, monarchy became less powerful to deal with. Today, I think monarchy seems to be a bit more powerful these days.

The country in which it is ruled by a monarchy while the legislative body is parliamentary is England. The Parliament of Great Britain or England was formed in 1707 following the ratification of the Treaty of Union by Acts of Union passed by the Parliament of England and the Parliament of Scotland. The current queen is Queen Elizabeth II.
