We know that in circle of any triangle has centre as the intersection of two angle bisectors of the triangle.

Hence what she started is drawing angle bisector of B. By connecting vertex to the arc intersection, she can draw the angle bisector of B.

Continuing the same procedure for angle bisector for any other angle A or C she can find point of intersection as I incentre then draw incircle.
