Explain how you can use a straightedge and a compass to construct and angle that is both congruent and adjacent to a given angle?

Let's say x is the given angle

with compass point at A , draw a large arc cutting the line at C

then place compass at point c and draw a small arc through D

Then keeping the compass point at C, draw a similar small arc at E

Join A and E with straight edge

Answer: for this you will simply have to use the straightedge to draw two parallel lines and then you draw a line that goes through them that is perpendicular. You then use the compass to measure the angles, they should be congruent and adjacent.
