I would say strong, she a ruler of a nation a very large on at that, but she does have restrictions such as the parliment

I say this because she is the face of her country. She is what everyone looks up for protection and fairness in the law. She can help influence her country on what is right and what is wrong. She can also help influence her fellow solders by just being with her solders to bring up moral between the solders.
