1. Population
Every state must be inhabited and must have a population (people).

2. SOVEREIGNTY
The state has absolute power within its territory. It can decide its own policies.

3. GOVERNMENT
The state makes and enforces its policies through a government.

4. TERRITORY
Every state must have land, with known and recognized borders.
