I think they are looking for D.  But there actually ARE local communities that have tried to start their own currencies. They just are not very mainstream.

The local government should be able to identify issues, develop strategies to deal with whatever is happening locally and it should obviously seek help of the national government when it cannot do something by itself.

A currency, though, cannot be created since it is way above the power of a State, it surely is above the power of a city.

The Federal government has the responsibility of dealing with and standardizing the national currency.
