A. Meiotic Prophase 1

Synapses just means that homologous pairs attaching with each other. This could only mean that they are crossing over which happens in Prophase 1. Also, in Prophase II when the cell has already divided it would no longer be in tetrad form. Metaphase is when the homologous pairs get pulled apart.
