The "elastic clause" allowed Congress to make laws it needs to carry out its own powers. An example of how Congress uses it today is how Congress needs to make laws that shall be necessary and proper for carrying into execution of the forgoing powers, and all the other powers vested by the Constitution in the Government of the department.
