The answer is 5 and 1/3 because 2*8=16 and 1*3=3 and 3 goes into 16 5 times with a remainder of 1/3

of means multiply
you would multiply 2/3 by 8/1 and get 16/3
16/3 as a mixed number is 5 and one third
