If a substance is more polar, the inter-molecular forces is stronger. Thus, requiring more energy to break them and bring the substance to its boiling point.

The answer is letter D. Molecules that are polar are attracted to nonpolar molecules. The tendencies when the polar molecules are very high, then the nonpolar molecule are high. So when the water contain polar molecules and carbon dioxide contains nonpolar molecules, then water will have a high boiling point
