Well, let's try them all.
25-14=11, 11 is three less then 14
25-28=-3, -3 is 31 less then 28
25-11=14, 14 is 3 MORE then 11
25-22=3, 3 is 19 less then 22.
n=14 is your answer. Hope this helped!
