Compassion is a symphatetic pity for the suffering of others. Consequence is a result or an effect commonly associated with an unpleasant acceptance resulting of what has been done. The use of a rule of control behavior is discipline, ie practice and training to obey with rules or codes of behavior. Usually, for the purpose of learning the rules for controlling behavior, punishment is used as a means of correcting disobedience.

The answer is: discipline
