In order to express a decimal as a fraction, you simply have to move the decimal point to the right of the number after the decimal point until there are no numbers left, and then put that as the numerator. Then, you put a multiple of 10 with as many zeros as there were places you moved the decimal point as the denominator.

0.65 =
(65)/(100)

As we can see, both numerator and denominator are divisible by 5, so we can reduce.


(65 / 5)/(100 / 5) = (13)/(20)

which is our answer.
0.65 when expressed as a fraction is
(13)/(20).
