Because Britain's submarine fleet was Norway's only defensive aid (APEX)

Churchill believed that Britain could have helped Norway by actively involving itself in the war. This is something that the prime minister of that time Neville Chamberlain wanted to avoid. This lead to the Phoney war, which was an 8 month period without any fighting anywhere while war was declared by all sides.
